SAFE Port Act

~ The SAFE Port Act (The Security and Accountability For Every Port Act) was signed into law by President George W. Bush, October 13, 2006.

~ The UIEGA (Unlawful Internet Gambling Enforcement Act) was attached to the SAFE Port act - the UIEGA is found under Title VIII of the SAFE Port Act.

~ The UIEGA prohibits US financial institutions from facilitating transactions between US residents and off-shore gaming sites.

~ A 270 day window was put into place for financial institutions to come into compliance with the law.

~ Jan. 15, 2007 - Two former Neteller executives were arrested. Stephen Lawrence and John Lefebvre, the online payment processors's founders, were charged with money laundering under the Federal Wire Act of 1961. Shortly thereafter, Neteller announced it would no longer accept gaming transactions from US customers. In the following days, other online payment processors followed Neteller's lead, leaving US poker players with few remaining payment options.

~ The Federal Wire Act prohibits betting on sports via interstate telephone lines. The scope of the law beyond that (how it applies to other forms of gambling and the internet) is not clear.

~ The Department of Justice has argued the Wire Act applies to all forms of online gambling, but has yet to find a court to agree. The US Supreme Court has not ruled on the issue.
